BOARD OF TRUSTEES MEETING
March 9, 2015 On March 9, 2015, the Shawnee Township Board of Trustees held a Regular Board Meeting at the Shawnee Township Administration Building, 2530 Fort Amanda Rd., Lima, Ohio. Chairperson Dave Belton called the meeting to order at 7:00PM. A brief moment of silence was followed by the Pledge of Allegiance. Boy Scouts Leader Kevin Brogee and his sons, Scouts Luke and Greg were present at this evenings meeting and led the pledge. Roll call indicated those present as follows: Chairperson Dave Belton, Trustee Chris Seddelmeyer, Fiscal Officer Stephanie Hoffer, Police Chief Mike Keith, Zoning Inspector Mark Bishop, Legal Advisor Clay Balyeat, Road Supt. Howard Gray, and Fire Chief Todd Truesdale. Vice-Chair Russ Holly was absent.
APPROVAL OF THE MINUTES
Mrs. Seddelmeyer made a motion to approve the Minutes of the Regular Board Meeting held Feb. 23, 2015, Mr. Belton seconded, and the motion carried 2-0.
FISCAL OFFICER’S REPORT
Financial Reports for February 2015 were submitted to the Board of Trustees and Departments.
Discussion: • Appropriations are in good status. Adjustments needed in Fire Dept. Repairs & Maintenance line item due to using some of that funding to purchase new truck. • Total premium of $93,527 to BWC was paid in full on Feb. 18. The Township received a lapse free credit of $935, and a go-green discount of $926. • Fund balances are in good status. Township should receive the 1st half RE Tax Settlement towards the end of March. • Reviewing reporting errors to improve next audit. • Representatives from Osgood Bank met with Twp. Fiscal Officer. • Heidi Fought, from OTA e-mail about HB64 and CAT.
Discussion: • Legal Advisor prepared resolution to transfer Shawnee Cemetery to the Township. Twp. Fiscal Officer is to forward it to Auditor, State of Ohio for review. • Renee Clevenger property. 1. Newspaper picked up on the filing of suit to destroy property. 2. Certified letter returned. Clay is resubmitting letter to the new address. Once received, demolition may begin. • Inquiries on Breese Rd. parcel. (Wells Fargo)
Resolution # 26-15 Amendment of Appropriations
Be it hereby resolved, the Board of Trustees of Shawnee Township approve of the following change in appropriations: Line Item: Amount 2111-220-323 Repairs & Maintenance Increase $20,000.00 A motion by Mrs. Seddelmeyer to approve Resolution #26-15 was seconded by Mr. Belton, and the motion carried 2-0. The Monthly Activity Report February 2015 for the Fire Department, as submitted by Fire Chief Truesdale, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Belton seconded, and the motion carried 2-0. The report is attached and made part of these minutes.
Discussion: • Calls up. 67% EMS. • OTA, Heidi Fought E-mail on CAT. State budget proposes to phase out TPPT Reimbursements (CAT) to Townships. Chief Truesdale meeting with the House Ways and Means Committee in Columbus tomorrow at 1:30PM to testify how Townships rely on this funding, and the devastating effect it would have on Twps. losing these funds. •
DRAFT OF TRANSPORTATION IMPROVEMENT PROGRAM REPORT. Tom Mazur gave an overview and summarization of the Dept. of Transportation’s program planned for fiscal year 2016-2019. (The report is attached and made part of these minutes)
The Monthly Activity Report for February 2015 for the Police Department, as submitted by Police Chief Keith, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Belton seconded, and the motion carried 2-0. The report is attached and made part of these minutes.
Discussion: Jan. 2015 Monthly Report: • Accidents up 57% compared to same time last year (Count: Feb. 2014-37, Feb. 2015-58) • Police Dept. completed Active Shooter Training. Including other departments 150 officers attended the training. Instructor Jack Miller was commended for his involvement at the Twps. previous meeting.
The Monthly Activity Reports for the Road Department for February 2015, as submitted by Road Superintendent Howard Gray, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Belton seconded, and the motion carried 2-0. The report is attached and made part of these minutes.
Discussion: • Majority of truck miles spent on snow removal and salting roadways • 41% of labor hours spent on snow removal and salting roadways included 136 over-time hours • Assessing roadways for 2015 Road Program • Placing of beams on new bridge at round-a-bout next week. Traveling north on Shawnee Rd. could be a problem.
The First Quarter Activity Report for the Zoning Department, as submitted by Zoning Inspector Mark Bishop, was reviewed by the Board. Mrs. Seddelmeyer motioned for approval of the report, Mr. Belton seconded, and the motion carried 2-0. The report is attached and made part of these minutes.

BILLS: Mrs. Seddelmeyer motioned the board approve paying the bills by resolution, Mr. Belton seconded, and the motion carried 2-0. Roll call: Mr. Belton (yes) Mr. Holly (absent) Mrs. Seddelmeyer (yes)
Adjournment With no further business to be brought before the Board of Trustees, Mrs. Seddelmeyer motioned the meeting adjourn, Mrs. Seddelmeyer seconded, and the motion carried 2-0. Meeting adjourned at 7:39 p.m.
